The Gulf Connector Expansion Project is a 475,000 dekatherm per day expansion of the Transco pipeline system in Texas and Louisiana to connect U.S. natural gas supplies with global liquefied natural gas (LNG) markets.
Constructed in two phases, Gulf Connector will deliver natural gas to feed two liquefied natural gas export terminals in Texas — one located on the northern coast of Corpus Christi Bay, and another located on the coast of Freeport Bay. The project was placed into full service in January 2019.

The U.S. is projected to become the world’s third-largest liquefied natural gas supplier in five years. Projects like Gulf Connector, which leverage existing gas pipeline infrastructure, make it possible to connect abundant domestic supply with emerging international markets, helping meet the world’s rising energy needs while also giving a boost to the U.S. economy.
The Gulf Connector project involves adding compression and making the natural gas flow bi-directional on a portion of the Transco system between Louisiana and south Texas. It will include the installation of:
- A new 7,800 hp compressor station (Compressor Station 17) in San Patricio County, Texas;
- A new 21,600 hp compressor station (Compressor Station 23) in Victoria County, Texas;
- A new 1,500 hp compressor station (Compressor Station 32) in Wharton County, Texas;
- Piping and valve modifications on Transco’s mainline at existing facilities in Wharton and Hardin Counties, respectively, to allow for bi-directional flow;
- The addition of one new interconnect with Corpus Christi LNG to be installed in San Patricio County, Texas adjacent to the new proposed Compressor Station 17; and
- The use of Decommissioned Compressor Station 20 in Refugio County, Texas as a construction storage yard.
- Compressor Station 17: Located at Transco’s mainline in San Patricio County, Texas, on land that is maintained for agriculture approximately 4.9 miles north of the City of Sinton, Texas.
- Compressor Station 23: Located at Transco’s mainline in Victoria County, Texas, in scrub-shrub uplands (open land) approximately 4.3 miles north-northwest of the City of Bloomington, Texas.
- Compressor Station 32: Located at Transco’s mainline in Wharton County, Texas, in an agricultural field approximately 4.2 miles west-northwest of the City of Hungerford, Texas.

Interstate natural gas pipelines are regulated by the Federal Energy Regulatory Commission (FERC). As such, FERC requires pipeline operators to obtain a federal Certificate of Public Convenience and Necessity, in addition to various state permits, before any pipeline facilities can be built.
Williams submitted an application with the FERC for the Gulf Connector project in August 2016 (docket number CP16-494). All documents and correspondence submitted to or issued by either the company or FERC regarding the proposed Gulf Connector Expansion Project can be accessed by referencing the docket number on the FERC website.
FERC released its Environmental Assessment for the Gulf Connector project on Sept. 21, 2017. It can be accessed here.
