Southeastern Trail Expansion Project

The Southeastern Trail Expansion (SET) is a 296,375 dekatherm per day expansion of the Transco pipeline system designed to provide additional pipeline capacity to serve markets in the Mid-Atlantic and Southeastern states by November 2020. There project has been designed to provide additional reliable service to utility and local distribution companies located in Virginia, North Carolina, South Carolina and Georgia.

Project Need

The SET project will address existing customers’ long-term supply needs for the 2020/2021 heating season and beyond while providing access to new sources of domestic natural gas supply, while supporting the overall reliability of the energy infrastructure. Customers served by the project are PSNC Energy, South Carolina Electric & Gas, Virginia Natural Gas, the City of Lagrange, Ga., and the City of Buford, Ga.


The SET project involves modifications to existing Transco pipeline facilities along existing pipeline corridors.  It will include the installation of:

  • 7.72 miles of 42-inch mainline loop (Southern/Manassas Loop) in Fauquier and Prince William Counties, Va.;
  • Horsepower additions at existing compressor stations in Manassas, Va., Scottsville, Va., and Chatham, Va.;
  • Piping and valve modifications on other existing facilities in South Carolina, Georgia, and Louisiana to allow for bi-directional flow.

Regulatory Process

Interstate natural gas pipelines are regulated by the Federal Energy Regulatory Commission (FERC). As such, FERC requires pipeline operators to obtain a federal Certificate of Public Convenience and Necessity, in addition to various state permits, before any pipeline facilities can be built.

Williams submitted an application with the FERC for the SET project in April 2018 (docket number CP18-186). All documents and correspondence submitted to or issued by either the company or FERC regarding the proposed SET project can be accessed by referencing the docket number on the FERC website.
